Large, artsy-fartsy walls in hidden locations in an age of vandals can only have one result. (next, sledgehaMMers). Add vandalicious tunnels for criminals, bums, and the sexually confused and it's almos perfect. On the surface, this appears to be just another case of government stupidity. But such obvious idiocy could be concealing genius.
