    — We own, That as he ought to take care of the Maintenance of the Miniſtry, Schools, and Poor, ſo imperatively he may command Church Officers to do their Duties; yet we deny him an elicitive Power, either to do himſelf what is incumbent to Church Officres,^([sic]) or to depute others to adminiſter Ordinances in his Name, or by any Miniſterial Poever received from him.
