    — In many localities it remained difficult to keep the ti-fang and pao-chia functionally apart. For instance, a ti-fang agent was instituted (1763) in each of the villages of T'ung-kuan Hsien (Shensi) to supervise the p'ai divisions and to assist the pao-chang in carrying out his police control duties.
